He was born in Morgantown, KY to Henry Clay and Lula (Tomes) Phelps.
He was a retired maintenance man at Chester B. Stem Co. He was a World War II Army veteran and was a Baptist by faith.
He was preceded in death by his parents; grandson, Chris Delaney; brother, Euman Phelps; and sister, Grethel Elmore.
Survivors include his wife of 67 years, Pauline (Cardwell) Phelps; daughters, Peggy A. Downey (John) and Sue Delaney; two grandchildren, Nick Delaney (Amber) and Kelly Monahan (Chris); and a brother, Olen Phelps.
The funeral service will be 11 a.m. Tuesday at Owen Funeral Home, 5317 Dixie Hwy, with burial in Louisville Memorial Gardens West. Visitation is 3-9 p.m. Monday. Online condolences: owenfuner alhome.com
